resolvconf breakage in kirkstone

I've recently been upgrading from dunfell to kirkstone. I see a regression in the resolvconf package, so DNS lookups aren't functional.

I see in /var/log/messages:

Aug  2 19:39:31 tv999996 daemon.warn ifplugd(wan)[1729]: client: /sbin/resolvconf: line 173: /lib/resolvconf/normalize-resolvconf: No such file or directory

It looks as though the file is present in the Yocto build directory under
build/tmp/work/all-poky-linux/resolvconf/1.91-r0/git/bin/normalize-resolvconf
but the bb recipe is not installing that file to
/lib/resolvconf/normalize-resolvconf
