OK, paste the out of readelf -a on this binary its mosly looking for libraries in wrong path is it done on debian/ubuntu in multiarch directory structure ?

As I said, libgcc_s.so.1 is in /lib, not /usr/lib. Well ldd appears to be having a bit of a panic. Try objdump -p /usr/bin/testprog instead. Ross

Note that the build system will only install libraries that are actually used. It nothing needs libgcc_s, it won't get installed. There is a lot less than you'd think which actually links against it
