The SDKs are designed around having a single toolchain and sysroot, so the answer is no. You need to make two SDKs from two build trees.

For SDK image, turns out we have to change the line:
RDEPENDS_${PN}-dev += "${PN}-staticdev"
to
RDEPENDS_${PN}-dev += "${PN}-dev"
to include the header
