Which release are you using again ?
The diagnostics out of validate branches are about to get better in master,
but they are coupled with some other tools changes that couldn't go
into yocto 1.2.

I think fuloong(mips64/mips32) and NanoNote both look reasonable
choices at this time. I personally think NanoNote would need less work
to get it shoe horned into yocto BSP space

yes I know that it uses MIPS32 based processor and my inclination is
to use mips64 based cpu thats why I am more interested in lemote.
Although I see no harm in supporting nanonote

Yes there is a plan. The link that Khem sent is one that I've been watching and
considering, but no decision has been made yet. We'll refresh the hardware
reference BSPs in the 1.3

for porting of our local kernel,we have created an BSP layer and to change the the kernel, we have created an linux-yocto_3.0.bbappend file inside meta<BSP>/recipes-kernel/linux/
