[PATCH] dev-manual: Updated wic runtime requirements

Ed Bartosh <ed.bartosh@...>

Wic is not using parted and other runtime dependencies from
host system anymore. It uses native tools instead.

Removed host parted from the list of requirements. Added
instructions to build native tools.
