I'm not sure what is happening with SWAT but we're in danger of losing
track of issues which is sad after Naveen did a great job and had

The issue with new qemu needing python 3.6+ is fixed by changes in
autobuilder-helper for debian9. I also resolved the gio postinst
execution issue with new qemu. The mingw failure with new qemu is known
Joshua is looking into that.
